Despite the 2012 Agreement to End Hostilities, which aimed to reduce racial and gang violence in California’s prisons and jails, violence has only escalated in the years since. According to recent reports from Riverside County nearly 250 people have died in custody since 2011—a staggering 133% increase—even though the jail population has remained stable.
The Agreement to End Hostilities, initiated by high-profile inmates in Pelican Bay State Prison’s Security Housing Unit (SHU), sought to end racial tensions and prevent conflicts among incarcerated individuals. It encouraged peaceful conflict resolution and warned against CDCR’s divide-and-conquer tactics used to manipulate prison factions.
However, more than a decade later, prison violence remains rampant, raising concerns about whether the agreement was ever truly effective—or if the system itself fosters the violence it claims to prevent. Advocates argue that CDCR’s failure to implement meaningful reforms and the continued use of solitary confinement, informants, and gang validations have contributed to the rising death toll.

A document authored by the leaders of prison gangs in full control of our nation's prisons, jails, and halls. The Agreement to End Hostilities shapes the very fabric of prison politics.
Within concrete walls and razor wire, prison politics thrive. They create a realm where power, unwritten rules, and survival shape inmates' daily lives. Inmates organize themselves into social hierarchies. These hierarchies are often based on race, gang affiliations, and criminal behavior. Some prisoners emerge as leaders through sheer force, intelligence, or charisma. The Agreement to End Hostilities allows prison gangs to operate criminal enterprises behind prison walls with little to no repercussions. Bryan Diaz housed at Barry J. Nidorf Juvenile Hall in Sylmar was found dead of an apparent drug overdose, according to sources with knowledge of the situation.
