आज की सम्पूर्ण क्रांति, न्याय की क्रांति
लोकनायक जयप्रकाश नारायण की 124वीं जयंती पर 11 अक्टूबर को विशेष आमंत्रित वक्ता के रूप में बोलने का अवसर मिला। मेरे लिए यह भाषण नहीं, एक ऋण उतारने जैसा था। मैं बिहार की उसी मिट्टी से आता हूँ जहाँ जेपी का नाम किसी किताब से पहले घर के बड़ों की ज़ुबान से सुना जाता है।
मंच पर पूर्व सांसद डॉ. महेश शर्मा जी, पूर्व सांसद कमांडो कमल किशोर जी, प्रख्यात मूर्तिकार पद्मश्री अद्वैत गडनायक जी और AVARD के अध्यक्ष श्री बी. डी. मिश्रा जी की उपस्थिति ने इस आयोजन को गरिमा दी। सभी का हृदय से आभार।
अपने उद्बोधन में मैंने 1942 में हज़ारीबाग़ जेल से जेपी के निकलने, चंबल में बाग़ियों के आत्मसमर्पण और 5 जून 1974 को पटना के गांधी मैदान से उठी सम्पूर्ण क्रांति की पुकार को याद किया। एक वकील के नाते उस दौर का वह पक्ष भी रखा जो अक्सर छूट जाता है: 12 जून 1975 को इलाहाबाद उच्च न्यायालय के न्यायमूर्ति जगमोहनलाल सिन्हा का फ़ैसला, आपातकाल में एडीएम जबलपुर मामले का अँधेरा, न्यायमूर्ति एच. आर. खन्ना की ऐतिहासिक असहमति, और 2017 में पुट्टास्वामी मामले में सर्वोच्च न्यायालय द्वारा उस भूल का सुधार।
मेरा मानना है कि आज की सम्पूर्ण क्रांति न्याय की क्रांति होगी। देश की अदालतों में पाँच करोड़ से अधिक मुक़दमे लंबित हैं और जेलों में तीन-चौथाई से अधिक लोग विचाराधीन हैं। इसलिए मैंने तीन बातें रखीं:
न्याय जनता की भाषा में हो। फ़ैसले, नोटिस और क़ानूनी सलाह हिंदी और हमारी अपनी भाषाओं में आम आदमी तक पहुँचें।
विचाराधीन क़ैदियों के लिए हर ज़िले में निःशुल्क और सक्षम विधिक सहायता की मज़बूत व्यवस्था हो।
साइबर ठगी के शिकार बुज़ुर्गों, नौजवानों और मध्यमवर्गीय परिवारों को त्वरित और सुलभ न्याय मिले।
सर्वोच्च न्यायालय में मेरा जो भी अनुभव है, वह इसी न्याय-क्रांति को समर्पित रहेगा।
लोकनायक के चरणों में अपनी ओर से:
चराग़ हम भी जलाएँगे उस हवा के ख़िलाफ़,
जो रोशनी को अँधेरों के हक़ में मोड़ती है।
ये मुल्क 'पांडे' किसी एक का नहीं होता,
ये वो ज़मीन है जो सबको साथ जोड़ती है।

They Thought the Customer Would Give Up. The Customer Got ₹31 Lakh.
A farmer kept his carrot crop in a cold storage. The produce was lost. Eight years later, a State Consumer Commission ordered over ₹31 lakh in his favour.
Is a bank, insurer, builder or brand refusing to make things right? Before you write it off as a loss, read this.
The farmer's case is one of several consumer matters on our desk at 4C Supreme Law International this season:
Cold storage: Award secured before a State Commission for a farmer whose stored crop was lost. The award covers the value of the produce, refund of storage rent, compensation and costs.
Home loan: A bank charged disputed interest. At the Ombudsman stage it offered a settlement, reversed the interest, and then quietly dropped the rest of what it had promised. The matter is now going before the District Commission.
Motor insurance: Storm damage to a vehicle, and an insurer contesting the claim. Pursued under the policy and the Consumer Protection Act.
Credit cards: Disputes with two card issuers over charges and service.
Banking service: A customer of 26 years had a cheque mishandled at collection and was then refused service at his own branch. A complaint to the Principal Nodal Officer and an RTI application are already filed, and the RBI Ombudsman comes next.
Pharmaceutical product: A complaint against a drug manufacturer, its overseas group company and the retailer over a defective product.
Restaurant service charge: A restaurant refused to remove a compulsory "staff contribution" from the bill. A legal notice has gone out, and a complaint to the Central Consumer Protection Authority will follow. The CCPA Guidelines of July 2022 do not allow a service charge to be made compulsory, and the Delhi High Court upheld those guidelines in 2025.
Misleading advertisements: Complaints before the CCPA under Sections 2(28) and 21 of the Consumer Protection Act, 2019 against newspaper advertisements by a business school, a private university and a real estate developer. These are filed in public interest, not for any client.
The results so far: recoveries running into lakhs, notices issued by the District Consumer Commission, and action taken by the regulatory authorities. Next under examination are consumer grievances involving some of the biggest names in Indian retail, from Tata group companies to Croma and Vijay Sales.
What ties these matters together is that most people give up on them. The amount looks small, the company looks big, and the process looks slow. The law, however, is on the consumer's side:
• Claims up to ₹50 lakh go to the District Commission, claims up to ₹2 crore to the State Commission, and anything above that to the National Commission.
• A complaint can be filed online through e-Daakhil.
• The limitation period is two years from the cause of action (Section 69).
• A consumer can appear in person, but a well-drafted complaint usually decides the outcome.

A wonderful reunion and a walk down memory lane at our 4C Supreme Law International office in Delhi today.
