🔹 NADRA’s Important Initiative for Citizens Without ID Cards
NADRA has introduced a major facilitation for citizens who do not have a birth certificate but want to obtain a Computerized National Identity Card (CNIC).
Although around 98.3% of Pakistan’s adult population is registered, approximately 1.7% of adults still do not have a CNIC. A large portion of these unregistered individuals are women, especially in districts where fewer people have official birth registration documents.
Normally, NADRA requires a computerized birth certificate issued by the local government for first-time registration. The absence of this document has been a major obstacle.
🔹 Research & Policy Background
During preparation of its 2025 Annual Report, NADRA conducted a detailed analysis of registration data from the last 10 years in collaboration with:
Pakistan Bureau of Statistics
Election Commission of Pakistan
National Commission on the Status of Women
National Commission on the Rights of Child
Other relevant institutions
Based on the findings, the Federal Interior Minister directed NADRA to introduce a legally structured facilitation process, which was later approved by the NADRA Authority Board.
🔹 Special Facility (Valid Till 31 December 2026)
For the first time, NADRA has introduced a special procedure for first-time registration without a computerized birth certificate.
This facility will remain valid until 31 December 2026.
Under this procedure:
CNIC will be issued only if identity can be verified from NADRA’s existing records.
Biometric verification of close registered family members is mandatory.
🔹 Requirements for Different Applicants
👩 Married Woman (18 years or older)
Must provide:
Official Nikah Nama (marriage certificate)
CNIC of one parent
CNIC of husband
Biometric verification of one parent and husband
👩 Unmarried Woman (18 years or older)
Must provide:
CNIC of one parent
Biometric verification of that parent
👨 Male Applicant (Above 24 years)
Must provide:
CNIC of one parent
At least one registered sibling
Biometric verification of one parent
🔹 Special Case (If Parents or Husband Are Deceased)
If parents or husband have passed away but their record exists in NADRA’s database, an authorized officer may grant exemption from biometric verification after verification of records.
🔹 Additional Important Points
This facility is temporary and conditional.
A non-smart CNIC (normal category) will be issued free of cost.
After registration, father’s name, date of birth, and place of birth cannot be changed.
Applicants must ensure all information is correct at the time of registration.
Eligible individuals should visit the nearest NADRA Registration Center before the deadline.#NADRA
