FIRST, LIKE AND SUBSCRIBE. Manny was (born December 16, 1953) is a Filipino journalist, writer, agriculturist, environmental protection advocate and politician. He served as Mayor of M’lang, Cotabato from 1995-98, Governor of Cotabato from 1998-07, Vice Governor from 2007-10, Agri Sec from 2016-19 and Chair of MinDA 2019-21. He authored the book “Feeding Millions” published in 2015 and introduced innovations in Agri such as the digital crop suitability map, the Solar-Powered Irrigation Technology, crafted Road Maps for the different basic crops and helped the DA achieve a historic high rice harvest of 19.28M metric tons in 2017. He also initiated the Nat'l Food Consumption Quantification Study conducted by the Food and Agriculture Org. He is the first and only Filipino Agriculture Secretary to be elected Chairperson of the UN Food and Agri Org biennial conference in Rome from 2017 to 2019. Now an advocate of Rural Development.

All Set For 1st Cebu Food Security Forum!
All is set for the 1st Cebu Food Security Forum in Medellin, Cebu tomorrow, July 10.
The one-day event which starts 9 a.m. will feature presentations on Cebu's 5-Year Food Security Program of Gov. Pamela Baricuatro and the different projects which will be initiated to boost food production in the Province.
Registration is Free but participants are advised to provide for their own food.
Medellin Mayor Edwin Salimbangon has announced that farmers' groups have prepared food to be sold to participants.
Medellin farmers will also display local goods and food products during the activity.
This activity is initiated by a private group called the Cebu Food Sufficiency Advocates supported by several government agencies including the Bureau of Fisheries and Aquatic Resources, the Agricultural Credit Policy Council and DA Region 7, all under the Dept. of Agriculture.
Private groups are also involved in the program like Inca Mariculture Plastics.
CP Foods Philippines which operates a huge feed mill in Cebu has already expressed interest in the Corn, Sorghum and Soybeans Program.

Gov Pam Baricuatro's Food Security Strategy: Market Is Key!


Considering the political reality where Cebu's new Governor ran and won by her lonesome without a Vice Governor or Board Members in her line up, I have designed a Food Security Strategy for Gov. Pam Baricuatro which would not be dependent on provincial government funds for its operation.
With her popularity and immense political capital, the program will rely mainly on the active participation of farmers' groups who will be contracted to produce specific commodities and private groups who will establish and support an efficient marketing system.

Guided by her battle cry "Pagkaon Alang sa Masa: Busog, Himsog Nga Katawhan," the Food Security Strategy will focus on direct market linkage between Cebu's farmers and consumers.
This is expected to improve farmers' income while ensuring affordable food commodities for the consumers, avoiding the multiple tiers of traders and dicers who now dominate the supply chain and food pricing.
This will involve the establishment of Pamilya Food Centers in all towns and cities in Cebu Province which will serve as the outlets for farmers' products needed by Cebuano families on a daily basis.
To be operated by Senior Citizens, PWDs, Out-of-Schoo Youth and Single Mothers, the Pamilya Food Centers will offer only the commodities needed by Cebuano families.
These items would include: Rice & Corn, Meat and Poultry Products including eggs & milk, Fish, Vegetables, Fruits and the basic kitchen condiments to include Sugar, Salt, Oil, Vinegar and others.
Consumers will be given access to fairly-priced food items in measured quantity which they could buy directly or order through an On-Line App called PAM Merkado On-Line.
A private group which supports my advocacies in Food Security has volunteered to set-up the first three Pilot Stores expected to be operational during the first 100 Days of Gov. Baricuatro as Cebu's new Governor.
By 2026, when the Pilot Stores will prove to be successful, Pamilya Food Centers will be established in all towns and cities of the Province to serve consumers in all areas.
This is not a new idea actually because this was the same concept of Farm-Consumer Linkage which I proposed to be implemented by the Food Terminal Inc. but which was dragged down by the stringent processes in a government bureaucracy.
Cebu will show how this could be implemented with active private sector participation inspired by a popular Governor.

Cebu Food Security Strategy Focuses On Food Demand & Supply!
The Free Training on Upland and Fish Cage Farming is staged in Tabogon, Cebu on Saturday, June 28, will be the first program which aims to boost the production of food needed by Cebuano families.
It will also be the model of Governor Pam Baricuatro Food Security Strategy which is to ensure stable supply of food in the province by engaging the private sector and the farmer-producers.
The Free Training on Upland and Fish Cage Farming is a collaboration of the private sector represented by Inca Mariculture Company which produces the floating fish cages and Braveheart Farms, while government is represented by the Bureau of Fisheries and Aquatic Resources (BFAR) with the support of the Southeast Asia Fisheries Development Center (SEAFDEC).
Fish farmers who will participate in the Free Training will be given an option to avail of the Rent-to-Own Fish Cages or Upland Fish Tanks.
The program will come full circle with the provision of Aqua Feeds and Market which will be handled by the First Atkins Import-Export Inc.
First Atkins Import-Export Inc., the country's biggest supplier of meat in the local market, will then distribute the fish produced to the Pamela Food Centers which will be established in the different cities and towns of Cebu.
After the Training on Upland and Fish Cage Farming, the Food Security Team will conduct other trainings including Cattle, Hog and Poultry Raising.
Other trainings to boost production of food in Cebu will also be conducted while commodities which could not be sufficiently produced by Cebuano farmers will come from sources outside the province.
This is a very simplified approach to achieve Food Security in Cebu which I hope will become the template for the Food Security Strategy of other provinces in the country.

Cattle Fattening Makes A Comeback In Mindanao!
Polomolok, South Cotabato, home of the world famous brand Dole, is staging a comeback as the major source of Beef for the country.
Led by its pro-active Mayor, Bernie Palencia, Polomolok's renewed interest in Cattle Fattening was spurred by the decision of the country's biggest meat importer to source some of his meat supply from local farmers.
First Atkins Import-Export Inc. CEO Gabriel Ang visited Polomolok early this month to sign a meat supply agreement with Great Arch Farms, owned by outstanding OFW Arnel Corpuz, and Braveheart Farms which is owned by my family.
The signing of the Meat Supply Agreement was witnessed by Mayor Palencia and other farmers, including a group from Upi, Maguindanao del Norte led by former Mayor Ruben Platon.
This is a major agricultural development because the Meat Supply Agreement creates opportunities for other farmers who will supply the silage and feeds requirements.
Sorghum, Soybeans, Corn, Copra Meal and Cassava are among the products needed in the Cattle Fattening Program of Arnel Corpuz.
This will provide relief to grains farmers of Mindanao who had been reeling from the very low prices of Corn and Cassava because of the devastation of the hog industry from the African Swine Fever.
There is hope now and this is simply because a major meat importing company decided to source its supply from local farmers.

Sorghum Grains Production
To Boost Mushroom Farming
Here's good news for the country's Mushroom Farmers: Sorghum Grains will now be available for you at prices 200% lower than those being sold in feed stores and agricultural supplies.
Our young agricultural company, Southseas Agri-Aqua Ventures, Inc., which is mainly involved in Sorghum Production, has started harvesting the first few hectares of Sorghum in South Cotabato.
Since our production volume is not big enough yet to fill up the monthly requirements of our big feed mill buyers, the SAAV Inc. Board headed by former Senator Ping Lacson, yesterday agreed to my proposal, as Chief Operations Officer, to first serve the requirements of small Feed Mills, Bakers and Mushroom Growers.
Sorghum, the sturdy crop which could withstand the harshest conditions like long dry spells, has been marked as one of the best substrate in Mushroom Farming.
That is on top of its main use for hog, poultry and gamefowl feeds and its potentials of addressing food shortage as it could be processed into flour.
"Sorghum as grain substrate gives the fastest mycelial ramification and had the highest and densest mycelial growth.," according to a literature I found in mushroom growing web pages.
To support the Mushroom farmers of the country, SAAV Inc. will allocate a portion of its Sorghum harvest for the sector offering the grains at prices two to three times lower than the grains sold in feed stores.
For the Mushroom Farmers, unblowered newly-harvested grains will be available but we would prefer to engage with organized mushroom farmers groups so we could quantify the monthly requirements of the industry.
"Clean and dry" grains will be sold to Bakers for the making of cookies and specialty cakes, small feed mills and gamefowl feeds suppliers.

Palo, Leyte Mayor Proposes
'Bamboo Park' In Every Town

Palo, Leyte Mayor Remedios "Matin" Petilla, who is the Presidente of the Leyte League of Municipalities, is calling on all towns all over the country to establish a "Bamboo Park" to start a national program that would address flooding and soil erosion while creating an industry that would create jobs and income opportunities.
Mayor Petilla, mother of Leyte Governor Jericho Petilla and also a former Governor herself, will submit her proposal in today's National Conference of the LMP headed by Mayor Joseph "JB" Bernos of La Paz, Abra, LMP National President.
Mayor Petilla, who organized and hosted the successful 1st Leyte Bamboo Development Summit last month, proposed that every town will be tasked to plant 1,000 Giant Bamboo saplings in LGU owned Bamboo Parks which could serve as the source of propagules to be given to individual farmers or cooperatives for the expansion of production areas.
The Giant Bamboo Parks would be the source of propagules for future expansion and ensure a sustained production of bamboo poles for processing on the 5th Year of the program, Mayor Petilla said.
She said that if all LMP members in each province produce an estimated 100,000 metric tons from the 200,000 Giant Bamboo Clumps every year, a P1-Trillion Industry could start in the whole country.
Jobs and business opportunities will be generated while an effective Greening Program to address flooding and soil erosion is achieved, she added.

Plant Bamboo In 2-M Has.;
Earn P1-Trillion Every Year
The Congressional proposal to establish the Maharlika Wealth Fund using money gathered from pension agencies and government banks, is dead in the water.
The idea of a sovereign fund to finance big ticket development projects, however, must be pursued provided that the wealth must be "grown" and not "harvested" from other agencies.
The Sovereign Wealth Fund must be "grown" to make it sustainable and the proposal to get the seed money from GSIS, SSS, Land Bank and DBP must be abandoned, not only because of Constitutional issues but also because it spawns suspicion on the real intent and motives of the proponents.
"Growing Wealth" could literally be done by planting Giant Bamboo (sn: Dendrocalamus asper; Dendrocalamus giganteus) and Iron Bamboo (sn: Guada angustifolia Kunt), the most preferred species in Engineered Bamboo production, in at least 2-million hectares all over the country.
Bamboo is the preferred crop in "Growing Sovereign Wealth Fund" because of its immense market potentials given the increasing worldwide demand for Engineered Bamboo and other products.
According to the report published by Allied Market Research, "the global bamboos market stood at $65.8 billion in 2021, and is projected to reach the market size of $99.8 billion by 2031, growing at a CAGR of 4.1% from 2022 to 2031."
That is a P5.6-Trillion Market by 2031, exactly eight years from now and if we start planting Bamboos by next year to cover 2-million hectares in 3 years, the potential market earnings is estimated at P1-T every year.
Aside from the financial benefits, planting Bamboos in 2-M hectares with processing facilities will create 5-million jobs and will be the most effective environmental program to mitigate the effects of Climate Change.
I have designed two programs to achieve this objective:
1. For President Ferdinand Marcos Jr. to establish through an Executive Order creating the Philippine Bamboo Corporation to undertake the National Bamboo Industry Program;
2. For the League of Municipalities of the Phils. under Mayor Joseph "JB" Bernos to establish a Municipal Wealth Fund Corporation with the 1,489 LMP members tasked to plant 200,000 Bamboos each to supply processing facilities for Engineered Bamboos.
The LMP-Led Bamboo Industry Program was already presented by Palo, Leyte Mayor Remedios Petilla, LMP President for Leyte during the LMP National Meeting on Dec. 9.
The Philippine Bamboo Corp. working document will be submitted to National Security Adviser Sec. Clarita Carlos for presentation to the President.
