Over the past decade, Italy has faced a harrowing road safety crisis, with 30,000 fatalities and 2 million injuries reported.
The situation is worsening, as ISTAT data reveals that urban road deaths increased by nearly 8% in the first half of 2024, an alarming trend that contrasts sharply with Europe’s overall decline in traffic fatalities
TODAY the Italian Senate approved a reform of the Highway Code. Critics argue it risks putting the country even further behind in sustainable mobility.
🚲 Impact on Bike Infrastructure
🚧 Stalled Development: The reform has effectively frozen the creation of new bike lanes and cycling infrastructure until future regulations are issued by the Ministry. This includes bike-only lanes, two-way cycling paths, and advanced stop lines for cyclists at intersections
🙅♂️ Reduced Local Power: Municipalities can no longer independently plan or implement bike lanes. Instead, they need ministerial approval, adding bureaucratic hurdles that delay or prevent new projects
⚠️ Safety Gaps: Drivers are no longer required to give cyclists priority in certain situations, further reducing safety for vulnerable road users
🚦 Impact on Speed Enforcement
❌ Limited Speed Cameras: Speed cameras (autovelox) can no longer be installed on roads with speed limits below 50 km/h and below 90km/h outside urban areas. This excludes enforcement in critical areas like "Zone 30km/h" neighborhoods, which aim to protect pedestrians and cyclists
⏱️ One Fine per Hour: Drivers can now receive only one fine for multiple speed violations within an hour on the same stretch of road. Critics argue this reduces the deterrent effect and undermines efforts to curb reckless driving
🚗 Priority for Cars: The law weakens enforcement measures in urban areas, favoring motorized traffic over the safety of vulnerable users like cyclists and pedestrians
🏙️ Centralization and Local Limitations
🔒 Municipalities Tied Up: Local governments have less autonomy to create bike lanes, pedestrian zones, or "Zone 30" areas. The Ministry now decides where and how these projects can be implemented
🛑 ZTL and Pedestrian Zones: Restricted Traffic Zones (ZTL) and pedestrian areas are now subject to more stringent rules, requiring high levels of smog as justification. This limits their effectiveness in reducing urban congestion and improving safety
What do you think?
None of these measures address the reality: approximately 73% of road accidents in Italy occur on urban roads, with the leading causes being excessive speed (23%), driver distraction (20%), and failure to yield at pedestrian crossings (17%).
I believe these choices are driven by ideology, not evidence or studies. Instead of holding car drivers accountable, the reforms seem to shield them from fines, reduce enforcement, and even encourage speeding. This is the last thing Italy needs, especially as we lag behind in mobility innovation and road safety prevention.
