Im thinking of hiring someone to code software to put on ps and xbox so that you can splitscreen any game. Any ways to somehow develop an app and put it on their stores? I understand that apps are much harder to get approved than games but this would be great for my and my dad and many others in the world! Guve me some tips on how i can get it approved

my dad hates halloween costumes so I am writing this pretty early. HOW DO I GET HIM TO DO A COSTUME WITH MY FAMILY??? I have been really into rdr2 and my dad loves watching me play it and he decided to start his own play through. I wanna go as John and he can dress up as Arthur but he just doesn't like halloween costumes ig. gimme ideas on how to get him to do this please?
