미국 금융 당국이 국립 신용협동조합(National Credit Union Administration, NCUA)의 스테이블코인 발행을 공식 허용하는 면허 규정 초안을 전격 공개하며 디지털 자산의 제도권 금융 통합을 위한 역사적인 행보를 시작했다.

2월 12일(현지시간) 암호화폐 전문 매체 유투데이에 따르면, 미국 국립신용협동조합국은 스테이블코인 규제법 지니어스(Guiding and Establishing National Innovation for U.S. Stablecoins Act, GENIUS) 이행을 위한 첫 단계로 스테이블코인 발행사 면허 및 감독 체계 구축안을 발표했다. 이번 조치는 개별 신용협동조합이 직접 스테이블코인을 발행하는 대신 별도의 면허를 받은 자회사를 통해 사업을 전개하도록 규정하며 자산 안전성과 투명성을 동시에 확보하는 데 초점을 맞췄다.

새로운 규정에 따라 스테이블코인 발행을 희망하는 기관은 반드시 허용된 결제 스테이블코인 발행사(Permitted Payment Stablecoin Issuer, PPSI) 면허를 취득해야 한다. 연방 신용협동조합의 경우 신용협동조합 서비스 조직(Credit Union Service Organization, CUSO) 형태의 자회사를 설립해야 하며, 주 단위 인가 조합 역시 유사한 독립 법인을 통해야만 시장 진입이 가능하다. 이는 디지털 자산 발행에 따른 리스크가 기존 조합원의 예치금이나 조합의 재무 상태에 직접적인 타격을 주지 않도록 차단벽을 세운 것으로 풀이된다.
