The government is to introduce new rules on all existing bars and pubs to freeze their prices, Bars will only be able to increase their prices by 2% once a year, regardless of any cost increase they may face. Small Irish-owned bars will be taxed on gross turnover at 52%, not their profit. Bars will not be allowed to refuse anyone; they must serve everyone.

If a customer doesn’t pay their bill, the bar can’t refuse them and must keep serving them. The bar can’t kick them out without going to a new special court that takes about two years to be heard, and during that time, the bar owner must keep serving that customer regardless if they don’t pay or even start damaging the bar or upsetting other customers. Once the case is heard by the special court, it is unlikely that the customer will have to pay the bill.

Many welcome the new rules as prices will be fixed.

This will benefit customers that have a seat ready at the bar. However, many more will be forced to queue outside as there will be no seats for them.

Customers with existing seats will be forced to remain in their seats over fears of losing their seat or not getting a similar seat in a different bar, even if they have to relocate for a job or need a bigger table for extra members.

The new rules will not impact new bars that open for the first year, and they will be able to set new prices, which may be considerably higher than existing bars as the demand for a seat will be so high.

Many analysts believe that government interference in the market will lead to a dysfunctional market and force many bar owners to shut down and leave the market, which will, in turn, impact the customers with existing seats as they will have to vacate and will have to join an ever longer queue to get the next seat, Many may leave the country for a seat or many 30/40-year-olds will be forced to having to drink in their parent's house with limited space to socialise.

Some analysts believe a small few bar owners will take advantage of the situation and overcrowd their bars; some bar owners will leave their bars empty as they do not wish to deal with the new special court.

Many fear the new rules will lead to a worse situation for customers as there will be fewer choices, and prices will increase dramatically in new bars.
