Later, I’m going to strip out the on-hold music at the beginning to see what we ACTUALLY hear the voices say in the background. By stripping out & enhancing audio, it warps the voices. It becomes like "Yanny or Laurel," the auditory illusion that became popular in May 2018, in which a short audio recording of speech can be heard as one of two words.

There’s so much controversy over this Sea Tow call that Nolan Wells' friends made, what words it might contain or not contain, I’m uploading this raw call that I received directly from MDMR, named: CXone recording_Victoria Garcia_2026-07-04_21-48[UTC]_29427a8b-5b62-45b9-81c1-e95148784c4c_01.mp4

Time translates from UTC to 3:48 PM on July 4, 2026.

Based on available information, there is no record indicating that a Victoria Garcia works for Sea Tow, nor for Mississippi Department of Marine Resources.
I do not believe the callers are "muting" anything, as others have suggested. I believe the connection via cell phones is horrible. That's why she asks if he has a radio for communication.

Someone claimed that Sea Tow said they don't record on-hold periods. Obviously they do, because this is how the file was sent to me.

Oh miracle of miracles: Mississippi sent me new evidence today.

One day after they said they would send my check back and give me nothing.

But the Ancient of Days, my Maker & Master helped me write an excellent appeal and I guess the District Attorney or somebody changed their mind.

Calling all lawyers. Especially any attorneys who have had experience in gaining public records from prisons like the Ohio Reformatory for Women's prison, where Mackenzie Shirilla is currently serving her sentences for murder.

We've fought the good fight of faith for public records before, and by the grace of God got them--perhaps now we'll win the fight to get more of Mackenzie Shirilla's records.

You might remember when I asked for legal help or any attorney I could hire to get Nichol Kessinger's interview? I ended up writing an "Intent to Sue" in order to get it:

The Frederick Police Department refuses to release the VIDEO interview from August 16, 2018, of Nichol Kessinger, Chris Watts' mistress, even though it is in their evidence room and the Weld County D.A. does not have a copy of the DVD to provide to the public, as is their right to see via the Colorado Open Records Act.

Despite all my public records requests, I kept getting the runaround about getting that interview released--the video visuals, not just the audio.

Lord must've been willing, because they found the video and released it to Shanann Watts' brother, and he published it to his YouTube channel on March 2, 2022.

Since then, it's traveled all around the world and back--people have gotten to see Nichol's mannerisms when speaking about the victims. How she clutched her hands when finally being forced to say Shanann's name.

This type of evidence is crucial and belongs to the taxpaying public--not wasting away in some evidence locker due to chain of command problems.

Remember, even though they didn't give us any dates for these calls, I was able to determine that they are from August 2023, when Mackenzie was transferred from juvie to Cuyahoga County Justice Center in Ohio to stand trial.

I've noticed a little bit of a tide shifting, with some people trying to cast Mackenzie as this innocent little waif who likely simply had a medical emergency and accidentally crashed her car into a wall going 100MPH.

They don't want to talk about real evidence.

If not for the phone calls and text messages, we would lack a lot of context that exposed the true toxic and volatile nature of Mackenzie & Dom's relationship.

Again, that's why I fight so hard for evidence to not be buried over time.

Mackenzie's parents won't stop fighting to change the narrative.

So I don't want to stop fighting to expose the truth.

So, despite many people being confused, thinking that any of the 97 jail phone calls are from ORW prison, or from any time other than August 2023, the calls are only from when Mackenzie was in the Cuyahoga County jail during that month.

MY 2026 PUBLIC RECORDS REQUESTS

You've probably seen a lot of the evidence released, Mackenzie's crazy driving, hit-skip, school records, etc.

Now that she's in ORW and she's not going quietly into that good night and serving her time and thanking God she only got 15 years potentially instead of 30, she's fighting to be seen and change the narrative.

She appeared in The Crash on Netflix to basically plead her case.

She could be out in 11 years!

What if she hasn't changed?

My requests from ORW:

You requested public records for Mackenzie Shirilla (W111780): disciplinary records, visitor history, and phone call logs.

DRC provided redacted disciplinary records via RIB Redacted.pdf, citing exemptions for visitor/phone logs.

You formally appealed, arguing logs are public under ORC § 149.43 unless explicitly exempted by statute.

DRC Legal confirmed denial of visitor/phone logs, stating they are not public records under ORC 5120.21(E).

Today I formally appealed again, and asked for logs & added messages.

LAWSUITS AGAINST ORW?

While there is no widely publicized landmark lawsuit where an external attorney sued the Ohio Reformatory for Women (ORW) exclusively to obtain general inmate-to-inmate or personal electronic messages under the Ohio Public Records Act, attorneys and incarcerated individuals frequently sue the Ohio Department of Rehabilitation and Correction (ODRC)—the parent agency operating ORW—over prison communications, electronic "kites," and message logs.

Legal challenges regarding prison messages and records in Ohio generally fall into two distinct legal battlegrounds: public records enforcement and constitutional civil rights litigation.

1. Public Records Lawsuits Over Inmate Messages and "Kites"

In Ohio, incarcerated individuals and legal advocates routinely utilize the Ohio Public Records Act (R.C. 149.43) to request administrative records, daily logs, and electronic communications.

Electronic Kites as Public Records: Inmate communication with prison staff is largely conducted through electronic messaging systems (often referred to as "kites") via platform providers like JPay or ViaPath. When inmates or their legal representatives request copies of these electronic grievances, kites, or administrative messages, prison records custodians sometimes improperly deny them.

Mandamus Rulings Against ODRC: The Supreme Court of Ohio has repeatedly ruled against ODRC facilities in mandamus lawsuits for unlawfully withholding or delaying the release of electronic kites, administrative records, and incident reports. "The people from the signal 80 from earlier tonight are harassing these people on the boat. They believe that they have connections to this missing juvenile."

As of this writing, although I sent a $50 check--as they demanded, since they won't take credit or debit cards online nor over the phone--to the Mississippi Department of Marine Resources by UPS Next Day Air Saver overnight (adding an additional $111 on to my cost), I still have not received the GPS data evidence from the boat that took Nolan Wells from the El Camino Real Road dock to Horn Island.
