Higher Ethanol-Blended Petrol (E22–E30) Exempted from Central Excise Duty
The Central Government has exempted petrol blended with 22% to 30% ethanol from Central Excise Duty.
The exemption covers the following fuel categories:
E22 (22% ethanol + 78% petrol)
E25 (25% ethanol + 75% petrol)
E27 (27% ethanol + 73% petrol)
E30 (30% ethanol + 70% petrol)
The move is intended to:
Reduce India's dependence on imported crude oil.
Promote domestic biofuel production.
Improve energy security.
Support cleaner and more sustainable transport fuels.
India is the world's third-largest importer and consumer of crude oil, making import substitution a major policy objective.
This is the first major fiscal incentive for ethanol blends above the current E20 standard, indicating the government's intention to move beyond E20 in the future.
The exemption follows the notification of new fuel-quality standards by the Bureau of Indian Standards (BIS) for E22, E25, E27 and E30 fuels under IS 19850:2026. These standards became effective from 15 May 2026.
The BIS standards prescribe:
Ethanol content limits,
Octane requirements,
Sulphur limits,
Testing procedures,
Safety and quality norms.
The decision is part of India's broader Ethanol Blending Programme (EBP), under which the country has already achieved/approached the E20 blending target ahead of schedule.
Exam-Oriented One-Liner
The Government of India has exempted E22–E30 ethanol-blended petrol from Central Excise Duty to promote biofuels, reduce crude oil imports, enhance energy security, and prepare for the next phase of ethanol blending beyond E20.

Lower crude oil import bill.

Reduced carbon emissions.
Higher income opportunities for sugarcane and grain farmers.
Promotion of the domestic biofuel ecosystem.
Challenges
Vehicle compatibility concerns for blends above E20.
Lower fuel efficiency due to ethanol's lower energy content.
Water-intensive cultivation of sugarcane.
Food-versus-fuel debate if grain diversion increases. (These concerns are widely discussed by industry experts and consumers.)

Key Changes for Taxpayers During 12 Years of NDA Government (2014–2026)
1. Simplification of Income Tax Rules
New Income-Tax Rules, 2026 notified.
Tax rules reduced from 399 to 190.
Tax forms reduced from 511 to 333.
Standardized forms with simpler language and auto-filled data to improve compliance.
2. Introduction of the New Tax Regime
New tax regime introduced with revised slabs and lower tax burden for many salaried taxpayers.
Effective tax relief allows taxable income up to ₹12 lakh to attract no income tax after rebate provisions.
New slab structure ranges from 0% to 30% based on income levels.
3. GST Rationalisation
GST structure simplified.
GST slabs reduced from four major rates (5%, 12%, 18%, 28%) to two principal rates (5% and 18%), with a special 40% rate for select/sin goods.
Around 375 items including automobiles, electronics, medicines and household goods became cheaper.
4. Employee and Corporate Perks
Meal cards up to ₹200 per meal made tax-free (Old Tax Regime).
Gift vouchers/coupons up to ₹15,000 annually remain tax-free.
Concessional corporate loans below ₹2 lakh and medical emergency loans exempt from taxation.
Standard valuation rules introduced for employer-provided vehicles.
5. Higher HRA Benefits
Four new cities added to the 50% HRA exemption category:
Ahmedabad
Bengaluru
Hyderabad
Pune
Earlier, only Delhi, Mumbai, Kolkata and Chennai qualified.
6. Increased Education and Hostel Allowances
Children's education allowance exemption increased:
From ₹100/month to ₹3,000/month per child.
Hostel expenditure allowance increased:
From ₹300/month to ₹9,000/month per child.
Applicable under the Old Tax Regime.
7. Enhanced Transport Sector Allowance
Exemption for transport employees increased:
From ₹10,000/month to ₹25,000/month (subject to prescribed limits).
8. Higher Securities Transaction Tax (STT)
STT on futures increased from 0.02% to 0.05%.
STT on options increased from 0.10% to 0.15%.
Direct impact on F&O traders.
9. Buyback Tax Changes
Share buyback proceeds taxed as capital gains from April 2026.
Differential buyback tax introduced:
22% for corporate promoters.
30% for non-corporate promoters.
10. Changes in Tax Collected at Source (TCS)
TCS on alcoholic beverages increased from 1% to 2%.
TCS on overseas tour packages reduced to a flat 2%.
TCS on education and medical remittances abroad reduced from 5% to 2%.
Aim: reduce compliance burden and refund delays.
Conclusion:
Major taxpayer reforms under the NDA era include tax digitisation, simplification of income-tax rules, introduction of the new tax regime, GST rationalisation, enhanced employee allowances, and reforms in STT, buyback taxation, and TCS provisions.
