1. Exercise Samudra Laksamana (4th Edition)


INS Mysore (Delhi-class guided missile destroyer) successfully concluded the bilateral naval exercise with the Royal Malaysian Navy at Lumut, Malaysia (9–12 September 2026). Participating Malaysian ships: KD Lekir and KD Gagah Samudera.
The exercise featured harbour-phase professional exchanges and sea-phase coordinated maritime operations, enhancing interoperability. It builds on the 12th India–Malaysia Sub-Committee Meeting (July 2026) and aligns with India’s Act East Policy, SAGAR vision, and the ASEAN–India Maritime Cooperation Year 2026. Critical for SLOC security in the Strait of Malacca region.

PIB Analysis 12 September 2026 | HPV Vaccination Milestone, Bankers’ Books Evidence Act 2026 & Cochin Shipyard–Drydocks World JV


India has administered over 80 lakh single doses of Gardasil-4 under the nationwide HPV vaccination programme launched on 28 February 2026 from Ajmer. The programme covers 14-year-old girls through government facilities on a free and voluntary basis with parental consent, tracked via the U-WIN platform. Gujarat, Uttar Pradesh, Madhya Pradesh and Mizoram have achieved 100% coverage of their target groups. Uttar Pradesh leads in absolute numbers with more than 22 lakh doses. The vaccine, supported by GAVI, protects against HPV types 16, 18, 6 and 11 and aligns with the WHO 90-70-90 cervical cancer elimination strategy.


The Bankers’ Books Evidence Act, 2026 comes into force on 1 October 2026, replacing the 1891 colonial law. It adopts a technology-neutral framework that recognises physical, electronic, digital, virtual and cloud-based banking records as legal evidence. Certification can be done through manual, digital or electronic signatures. Courts must record a special cause in writing before summoning bank officials in cases where the bank is not a party. The central government can extend the provisions to other financial entities.


On the sidelines of the BRICS Summit 2026 in New Delhi, Cochin Shipyard Limited and UAE-based Drydocks World (DP World) signed a 50:50 joint venture to operate, consolidate and expand the International Ship Repair Facility (ISRF) in Kochi. This is the first public-private partnership of its kind in India’s ship-repair sector and supports the Maritime Amrit Kaal Vision 2047.

DILRMP 3.0 (Land Reforms): The government launched operational guidelines for a Rs 565.50 crore Digital India Land Records Modernisation Programme, moving from standalone digitisation to a GIS-enabled "National Land Stack." Every land parcel will get a 14-digit Unique Land Parcel Identification Number (ULPIN), and 75 high-footfall Sub-Registrar Offices will be upgraded into modern Registration Service Kendras.


2. ASUSE 2025 (Economy): The National Statistical Office released India's first-ever district-level estimates for the unorganised non-farm sector, covering 757 districts. The top 50 districts account for nearly a third of the country's unorganised GVA and establishments, offering a fresh evidence base for targeted employment and skilling policy.


3. Consumer Protection (E-Commerce) Amendment Rules, 2026: New rules effective January 1, 2027 mandate prior-price disclosure for discounts, annual dark-pattern self-audits, and compulsory integration with the National Consumer Helpline - tightening oversight of India's digital marketplaces.

India’s coal sector marks a significant milestone in corporate social responsibility.


The Ministry of Coal and Mines, in partnership with Coal India Limited, has launched the country’s first sector-wide Comprehensive CSR Framework for Indian Coal Companies. Prepared by the Indian Institute of Corporate Affairs, this is the first industry-specific CSR framework introduced since the Companies Act 2013 made CSR mandatory. The framework prioritises structured, transparent and impact-oriented initiatives that address local community needs in coal mining areas and measure success through tangible social outcomes rather than just expenditure.


Alongside the launch, Coal India Limited showcased the remarkable progress of two life-saving health programmes:


Thalassemia Bal Seva Yojana has facilitated over 1,050 successful bone marrow transplants for children suffering from thalassemia and aplastic anaemia. The scheme, now covering 21 empanelled hospitals with a total outlay of ₹130 crore, provides up to ₹10 lakh per patient and stands as one of the largest such interventions by any Central Public Sector Enterprise.


Nanha Sa Dil has screened more than two lakh children for congenital heart defects and completed over 1,500 free corrective cardiac surgeries. Starting in four districts of Jharkhand in partnership with the Sri Sathya Sai Health and Education Trust, the initiative has expanded across mining regions through CIL’s subsidiaries.
