🌾 2. सोयाबीन उत्पादकता में ऐतिहासिक उछाल (ICAR-IISR इंदौर):
• नई उन्नत किस्मों NRC 268 और NRC 270 से 20 क्विंटल/हेक्टेयर उत्पादन के संकेत।
• प्रतिकूल मौसम के बावजूद राष्ट्रीय औसत (10-11 Q/ha) से लगभग दोगुनी उपज।

PIB Analysis:


1. Bharat Rice & Army-FCI MoU
The Indian Army launched ‘Bharat Rice’ – a superior-quality ration initiative – in the presence of Raksha Mantri Shri Rajnath Singh and Consumer Affairs Minister Shri Pralhad Joshi.


The rice will be supplied directly to Army Supply Depots (including remote areas of Ladakh and the Northeast) through NAFED in 10 kg & 30 kg packs.


Simultaneously, a 5-year MoU was signed with the Food Corporation of India (FCI), allowing the Army to utilise FCI warehouses, labour and handling equipment during operational contingencies. This dual-use approach enhances logistics resilience – a critical lesson from recent operational experiences.


2. Commissioning of INS Mangrol (P82)
The Indian Navy commissioned the third Mahe-class Anti-Submarine Warfare Shallow Water Craft (ASW-SWC) at Naval Dockyard, Mumbai.


Designed and built by Cochin Shipyard Limited with over 80% indigenous content, INS Mangrol is equipped for ASW, underwater surveillance, LIMO and mine warfare tasks in coastal and shallow waters. Powered by three diesel waterjet propulsion units, it significantly boosts India’s littoral defence capabilities under the Aatmanirbhar Bharat vision.


3. IBSAMAR IX & Tarang Shakti 2026
• INS Tarkash is on overseas deployment to participate in the 9th India-Brazil-South Africa Maritime Exercise (IBSAMAR IX) under the theme “Stronger Together Towards a Shared Future in the Maritime Domain.”
• Exercise Tarang Shakti 2026, the second edition of India’s multinational air exercise, concluded at Air Force Station Jodhpur. Participating nations included Australia, Bangladesh, France, Germany, Sri Lanka, UAE and USA, with indigenous platforms LCA Tejas and LCH Prachand in focus.

The Mission for Aatmanirbharta in Pulses completed one year on 11 October. Here is what the PIB backgrounder reports.


Mission and targets: Launched on 11 October 2025 with an allocation of ₹11,440 crore for 2025-26 to 2030-31, the Mission aims for production of nearly 350 lakh tonnes and yield of 1,130 kg per hectare by 2030-31. It targets 310 lakh hectares of area, cluster-based coverage of 489 districts and 1,000 dal mills.


2025-26 progress: Pulses production rose to 274.09 lakh tonnes (3rd Advance Estimates) from 256.83 lakh tonnes, and yield improved to 957 kg per hectare. Imports fell 31.52% to ₹31,793.59 crore, while exports rose 13.40% to USD 969.53 million.


Price support and procurement: MSPs for 2026-27 are ₹8,450 per quintal for tur, ₹8,200 for urad and ₹7,000 for masoor. NCCF and NAFED are authorised to procure 100% of these pulses for four years, and total pulses procurement rose to 31,40,883.92 tonnes in 2025-26.


Digital monitoring: SATHI for seed traceability, Krishi Mapper for geo-tagging, AgriStack and e-Samriddhi support monitoring and direct payments.

Today's PIB Analysis:


SIDM 8th Annual Session: Defence Minister Rajnath Singh presented 15 SIDM Champion Awards 2026 on 9 October, recognising work in indigenous technology development, product innovation, design, import substitution, manufacturing excellence and exports. He noted that defence exports reached a record ₹38,424 crore in FY 2025-26, up over 60%, and reiterated the target of ₹50,000 crore by 2029. He also reiterated his call to raise the private sector's share of defence production from about 24% to 50%, and asked manufacturers to treat R&D spending as an investment.


Project Seabird Phase IIA: General N.S. Raja Subramani, CDS and Secretary DMA, inaugurated residential and utility infrastructure at Naval Base Karwar on 8 October. The infrastructure sources over 90% of materials and equipment domestically, and the project is to be IGBC Gold rated on completion. Phase IIA includes a dual-use Naval Air Station, a full-fledged Naval Dockyard and logistics facilities to support the basing of ships and submarines.

GST Council, 57th meeting: Chaired by Union Finance Minister Nirmala Sitharaman, the Council recommended omitting Section 69 of the CGST Act to withdraw arrest powers entirely, and raising the prosecution threshold from ₹1 crore to ₹5 crore. Other recommendations include a lower general penalty (₹25,000 to ₹10,000), no show-cause notices below ₹10,000 of tax, and automated refund processing. These take effect only through circulars, notifications and law amendments.


JOSH teams: Union Health Minister J.P. Nadda launched Joint Squad for Health teams under the TB Mukt Bharat Abhiyaan. Each team has 5 MY Bharat volunteers and 5 NCC cadets led by a Class-I officer. The first phase covers 55 districts across 11 States and UTs, and India reports a 21% decline in TB incidence against 12% globally.


World Development Report 2026: Union Minister Ashwini Vaishnaw launched the World Bank Group's "The Promise of Artificial Intelligence" in India. Its core framework for developing economies is Adopt, Adapt, Advance.

• VB–G RAM G Act 2025: Ministry of Rural Development notified a new schedule of 375 permissible works (41% expansion from 266). Organised under four thematic pillars — Water Security (128 works), Core Rural Infrastructure (111), Livelihood-related Infrastructure (98) and Disaster Preparedness & Climate Resilience (38). Works will be planned through Viksit Gram Panchayat Plans and tracked via the Viksit Bharat National Rural Infrastructure Stack.
• FSS-1 ‘Surya’ Launch: Defence Minister Rajnath Singh launched India’s first indigenous Fleet Support Ship FSS-1 ‘Surya’ at Hindustan Shipyard Limited, Visakhapatnam. Keel of FSS-5 was also laid. Upgraded Slipway-4 and a 300-tonne Goliath Crane were inaugurated. HSL received Miniratna Category-I status in 2025.
• HAL Koraput Milestone: HAL Koraput delivered its 2,000th aero-engine. AL-31FP production capacity is being raised from 30 to 50 engines/year (₹335 crore investment). A second Shakti engine production line (₹218 crore) will take annual capacity to 100 engines by 2028-29. Work ongoing on indigenous high-thrust engine for AMCA (≈₹5,000 crore).

• Union Minister Sarbananda Sonowal flagged off India's first international cargo voyage from Dibrugarh's Bogibeel Terminal to Pangaon Port, Dhaka, carrying methanol produced by Assam Petro-Chemicals Limited via National Waterway-2 and the Indo-Bangladesh Protocol Route — the first time since Independence that cargo has sailed from Dibrugarh to a foreign port.
