This is my last try uploading my new short. This doesn't happen often (three times for me) but sometimes a short won't be in the shorts feed at all. I always know when it says 100% of people stayed to watch the video, (which is impossible) that it is not in the shorts feed. Meaning the video does not get a chance to succeed or fail. What I have learned from fellow Youtubers and online is this is mostly a small channel problem. Another issue is sometimes reuploading a video can be seen as spam from YouTube (understandable) so that may not be a solution. I tried editing this last reupload a bit and changing the title, so we will see if that has any effect. If it does not work I just have to take the loss. I am aware my videos need a lot of work, but it does get discouraging when you spend several hours on a video (even if the animation is not great) and it doesn't get a chance to do good or bad like previous videos.
