Founded in 1992, the Companion Animal Protection Society (CAPS) is the only national nonprofit dedicated exclusively to protecting companion animals from cruelty in pet shops and puppy/kitten mills. CAPS addresses animal suffering through investigations, outreach, legislation, legal advocacy, consumer assistance, and rescue.

CAPS defines a puppy mill as a "commercial breeding facility that mass-produces puppies for resale through pet shops or individuals."

This Giving Tuesday, Please Join CAPS in Helping Save Dogs from Kern County Animal Services (KCAS) in Bakersfield, CA

Little did we know when we relocated to California in the fall of 2020 that CAPS would soon be developing a plan to help save the animals at KCAS, which has more than 400 stray dogs and puppies (and a small number of cats) housed in two, large, overcrowded metal warehouses, which have small kennels with no outdoor runs

Since last year, CAPS has saved 211 dogs from KCAS. Without the innovative methods we are using to get KCAS dogs adopted, fostered and rescued, these dogs most likely would have been euthanized. These lifesaving efforts are just part of our plan to reform California’s municipal shelters.

BREAKING NEWS! The New York state puppy mill pipeline bill has passed the Senate and Assembly! New York pet stores will end the sale of dogs, cats & rabbits and instead will allow shelters and rescues to offer pets for adoption.

Thank you to everyone who contacted their legislators and spread the word about this bill! A huge thank you to Assembly Member Linda B. Rosenthal and Senator Michael Gianaris for championing this bill. It is now off to Governor Hochul for signature!

CAPS investigated every pet shop in the state, many of them multiple times, and hundreds of puppy and kitten mills that sell to them. When we started our investigation in 2013 for a project with the New York Attorney General, the state had 100 pet shops (currently 58). CAPS was behind regulatory ordinances in New York City, Nassau and Suffolk Counties.

All of the animals at this shelter, which consists of a series of metal warehouse buildings with no outdoor runs, were found on the streets of the county. There is no room for owner turn-ins for either cats or dogs.

Kern County has very low vaccination and spay/neuter rates; many people just dump their animals on the streets. Dogs coming into the shelter can have distemper or parvovirus. The shelter relies on contract part-time veterinarians and has no behaviorist on staff.

CAPS is hoping to bring about change at Kern County Animal Services with a series of initiatives, such as having them use a professional photographer, producing radio/TV PSAs, putting up billboards, getting animals regularly put on a rescue transport, and getting them to move animals to shelters in more affluent areas.
