Should a country borrow to pay its own salaries?
From 2020 to Q2 2025, federal recurrent spending has outrun revenue every single year. The 2021 gap alone — ₦4.04tn — was bigger than the entire federal capital budget.
In 2026, ₦46 of every ₦100 the FG plans to spend will come from new borrowing.
The law says borrowing is for roads, schools and clinics. Not salaries.

Our CISD team came together for a strategic retreat to reflect on our impact, sharpen our vision, and recommit to working with excellence and purpose. We looked back on key milestones from 2025 — including the #KnowTheDebt campaign, which brought national attention to Nigeria’s rising public debt and the urgent need for accountability.

As we move into 2026, our focus remains clear: advancing inclusive, transparent, and people-centered governance.
