新生活運動五週年紀念告全國同胞書
Today marks the fifth anniversary of the New Life Movement. Looking back, we compare the results achieved in these five years with the trials our nation has endured, and in making a thorough review, countless reflections naturally arise. First, we feel that five years have flown by swiftly, while our efforts toward national revival have not yet fulfilled our expectations. The spirit of our compatriots has not yet been fully stirred; we have not yet reached the point where every man gives his utmost, every citizen fulfills his duty. Yet at the same time, we feel that the seeds sown five years ago have indeed borne real fruit.
The moral spirit inherent in our people, once awakened by the New Life Movement, has been manifested everywhere with vigor and strength throughout the year and a half of our War of Resistance. Encouraged by many hard facts, and upholding the confidence of our nation, we have already set foot upon the great road of reconstruction and revival. Both in spirit and in deed, the signs of progress are unmistakable. Especially during the war, as national life has been transformed by hardship and contact with the battlefield, the reforms sought by the Movement—swiftness and certainty in action, simplicity and order in daily life—have largely been realized without need of constant exhortation. Our people, tempered by reality, learning by doing, have already grasped the true meaning and value of the New Life Movement. Therefore, in the future, our promotion of this cause will yield twice the result with half the effort. The energy once spent on words and slogans may now be poured directly into action. In short: building upon the achievements already gained, we must expand our efforts and, following the natural unfolding of the national spirit, lay in this extraordinary time of war and nation-building the very foundation of a bright, progressive, and modern life for our people.
Over the past year, the General Association of the New Life Movement has launched many initiatives: organizing battlefield service corps, comforting the wounded and the front-line soldiers, improving the conditions of conscripts, promoting thrift, and sending students into the countryside for summer service. Each of these measures has met the needs of the War of Resistance and has won the warm support of our compatriots. Moreover, under the Movement’s organization, women have come forward with great enthusiasm to participate in work for the resistance, giving further proof of the mobilization of the entire people. These achievements could never have been so readily won in times of peace. Without the foundation laid before the war, such results would not have been possible. As the saying goes, “facts create needs”: the bitter struggle itself has produced great progress. This stirs not only my own heart, but must also stir every patriotic citizen—for this is the only road to national revival. From now on, we must more closely match the realities of our country, draw forth the hidden strength of our people, and make the New Life Movement a weapon for victory in the War of Resistance and the driving force of our nation’s reconstruction.
How then shall we make further effort? We must recall the original purpose with which the New Life Movement was launched, and we must also examine the present condition of our country.
Five years ago, in advocating the New Life, our aim was to restore the moral virtues of our nation. Our purpose was to form among our compatriots a citizenry of the modern age: men and women who know propriety and righteousness, who cherish integrity and a sense of shame. Thus, when the nation should face the perils of foreign invasion, all would take responsibility, all would uphold discipline, and the entire people could unite in common hatred of the foe, stand together in the same boat, resist humiliation, and struggle for survival. In other words: the New Life is military life; it is wartime life. Fellow compatriots, you must understand—wartime life is itself modern life. In today’s world, no individual, no society can endure without it; those who refuse will be cast aside and destroyed.
Since the July 7th Incident, more than a year and a half have passed under the enemy’s expanding aggression. Our War of Resistance has now entered its second stage, arriving at the decisive juncture of success or failure, life or death. We must break through this final barrier, annihilate the brutal invader, and secure ultimate victory. Only then shall we win the right to live with honor, only then shall we enjoy a life of peace. Since our nation now stands at such a critical and extraordinary moment, the New Life Movement must advance into a new and vital stage, following side by side with the course of war and nation-building. Accordingly, both in the discipline of our personal lives and in the spirit of the whole people, there must be new and greater expression.
The spirit of the New Life is built upon the four virtues—propriety, righteousness, integrity, and shame—and expressed in the necessities of life: clothing, food, shelter, and transport. Its meanings and methods were long ago clearly set forth in the Outline of the Movement and need no further explanation. But now, with the conditions of the war and the lives of the people so profoundly altered, the expression of this spirit must take on more concrete and active form. The spirit of the Movement must be joined precisely with the practical needs of resistance and reconstruction, if we are to fulfill our mission. Let me now explain to my compatriots the true meaning of civic life in the present War of Resistance.
First, on propriety (禮). Once explained as “a well-behaved attitude,” it must now advance to “strict and orderly discipline.” In the course of resistance and reconstruction, discipline stands above all else. In peacetime, we must already cultivate correctness in our personal lives; in wartime, we must go further and uphold the common discipline of the nation. Otherwise, no united force can be forged. For example, the duty of able-bodied men to serve in the military is a visible discipline laid down by state law; bidding farewell to departing soldiers, honoring and caring for the wounded, and serving on their behalf are invisible disciplines upheld by society. All citizens of the Republic must observe these alike. Only thus is one’s conduct in accordance with the rules and adapted to the needs of the nation. The Classic of Rites teaches, “When faced with danger, do not seek escape.” This is the highest form of propriety. To obey all national laws in wartime, disregarding personal profit entirely—this alone is true propriety.
Second, on righteousness (義). Once explained as “proper conduct,” it must now be raised to “generous sacrifice.” Armed comrades who fight bravely on the battlefield, compatriots everywhere who join the army in droves—these are surely noble sacrifices. But so too are those who give of their wealth for the country, who volunteer their labor, who in war zones destroy their own factories, burn their own grain, and willingly bear loss rather than aid the enemy. These too are high expressions of righteousness.
Third, on integrity (廉). Once explained as “clear discernment,” it must now be advanced to “true thrift.” Modern war is a contest of the totality of human and material power; victory belongs to the side that can sustain its resources the longest. Therefore public funds and goods must be guarded with absolute care; not the slightest waste or misappropriation can be tolerated. Even private property, even scraps of cloth or paper by the roadside, must be gathered and preserved, never wasted. Only thus can national strength be increased. The original meaning of thrift was that each of us should practice frugality to the point of “thrift fostering integrity, economy serving the common good.” But now we must go further: to restrain private desire, discipline body and mind, and never commit acts that harm the country or drain its strength. This is an indispensable condition for victory in war and success in reconstruction.
Fourth, on shame (恥). Once explained as “earnest awareness,” it must now be advanced to “vigorous struggle.” Its meaning is obvious. If one realizes the urgent need for soldiers, then at once he should enlist himself or send his sons. If one realizes the front is lacking some supply, then at once he should call upon others to donate, himself contributing first as an example. Wherever there is awareness, there must be action—vigorous and unrelenting. Confucius said: “To know shame is to be near to courage.” The word “know” means awareness; the word “courage” is nothing other than the spirit of bold and unyielding struggle. Only thus can one be said to be truly awakened, only thus a modern citizen who truly knows shame.
In the 20th century the CCP made the films "Democratic Northeast"(民主东北) 1947-1949 and "Give me back Yan'an"(还我延安) 1948 during the turmoil of the Chinese Civil War. In both of these films created during the mass outbreak of the civil war the viewer cant help but notice the public and prolonged use of the ROC flag(中華民國國旗) by the Communists!
Not in a negative light but as a positive co opted symbol!
During the War of Resistance the Chinese Red Army was reorganized into the 18th group army(More commonly known as the "Eighth Route Army") and New Fourth Army of the National Revolutionary Army along with the reorganization of the Chinese Soviet Republic into the "Shan-Gan-Ning special administrative region of the Republic of China". The CCP recognized the Central(Kuomintang) government as the National Government of China and participated in its government directly through the People's Political Council (國民參政會), KMT-CCP liason office (國共聯絡機構) and Military Affairs Commision (國民政府軍事委員會).
When the CCP and Red Army changed their uniforms and flags to meet the demands of the Republic of China National Government and National Revolutionary Army the propaganda and cultural style of the Communists also changed.
The original lyrics of "March of the Eighth Route Army" included the lyrics 自由的氣質高高飄揚 "The flag of freedom flies high!" (During the War of Resistance the 8RA had its own flag that was in the style of the rest of the NRA and also flew the ROC flag) and ends with 争取民主自由 "Strive for Democracy and Freedom!".
The ROC flag was heavily adopted in civilian life and NRA flag used in military life. Knowing this it is still surprising to find that even after the War of Resistance and at the height of the Civil War the CCP still used the ROC flag, Republican calendar and at times the Begonia map.
Mao Zedong himself after winning the Civil War still wanted to keep the official name "Republic of China"(中華民國) for the new regime and never tried to attack the legacy of Sun Yat Sen even during the height of the Cultural Revolution. He, along with his sucessor Deng Xiaoping also asked the Soviets for Outer Mongolia to no avail.
After the PRC regime consolidated itself the ROC flags and symbolism disappeared from public life with exceptions to museums and (some) monuments especially during the Cultural Revolution. In the 80s when the economy and politics of Mainland China liberalized and Cross Strait relations improved the ROC flags and symbolism were shown again in a positive light in cinema. The first Mainland Chinese movie sympathetic to the NRA "Bloodly Battle in Taierzhuang" (血战台儿庄) 1986 was accepted by ROC president Chiang Ching Kuo
"There are several good points about this film. First, the Communist Party believed that we were resisting Japan. Second, it reported on my father in a positive way and did not distort him.".
In the 2000s and 2010s the ROC flags and symbolism could be seen publicly in Mainland China a great movie from this time that i personally recommend is "Soldiers of Whampoa" (黄埔军人) 2001. The ROC flag could be seen in grocery stores for "Products from Taiwan" and the ROC flag was even raised at the Nanjing Presidential Palace for the filming of a movie. Yes - the same Nanjing Presidential Palace where the CCP's flag raising ceremony in 1949 marks the official end of KMT rule over Mainland China according to Mainland China school and history textbooks. There was a Taiwanese youtuber(楊翰傑) that went around Mainland China flying the ROC flag at relevant places and NRA veteran(缪德生) that recreated the Northern Expedition as a NRA soldier flying a Whampoa flag during this time.
Beyond this era mainly due to the deterioration of Cross-Strait relations and factional struggles within the CCP ROC symbolism has seen an especially hard time where even at museums and monuments imagery has been purged, censored or limited. Recently the Nanjing Anti-Japanese Aviation Martyrs Memorial Hall had KMT symbolism purged despite it being an explicitly ROC air force memorial hall (The Communists had no planes in WW2 why try to make it about yourself?).
