The U.S. President has proposed a ‘Gold Card’ initiative that could provide permanent residency and a 'pathway' to citizenship for investors committing US$5 million. If enacted, could this initiative enhance the U.S.’s competitiveness in attracting global wealth?

Many non-Americans from developing countries view the USA as a brand. Some are attracted to the lifestyle opportunities, while others view it as a global business hub. These factors might be true to some extent but the US status as a superpower also comes with geopolitical and economic complexities. In addition, the U.S. subjects its permanent residents and citizens to taxation on their worldwide income—a significant financial burden that continues to prompt many ultra-high-net-worth individuals to renounce their American citizenship.

Furthermore, if implemented, this program would not immediately grant U.S. citizenship. At most, it could potentially shorten the eligibility period for citizenship.

For US$5 million, ultra-high-net-worth individuals could strategically build an impressive portfolio of passports and residences, all while avoiding exposure to U.S. taxation. This could, for instance, include a COMBINATION of the following things:

1- Citizenship in Malta, with visa-free access to the US and a right to live in all EU states and Switzerland (Cost under EUR 1 million).

2- Residence in New Zealand (Investment of US$ 2.8 million).

3- Property investment and a #goldenvisa in the UAE or Bahrain with no income taxes (Investment of US$ 545,000/ 530,000).

4- Individuals seeking to capitalize on U.S. business opportunities could pursue an E-2 investor visa if they hail from a treaty country, with investment amounts varying by case. Those from non-treaty countries can obtain another citizenship by investment and apply for an E-2 visa after establishing domicile in the new country. All this, without exposing them to worldwide taxation in the US.

With numerous alternatives available, the current U.S. administration is overvaluing the significance of a U.S. Green Card or even U.S. citizenship. There's a plethora of opportunities outside the US—and more and more Americans are realizing this every day.
