In 2022, Sanjeev Khirwar, a 1994-batch IAS officer, was transferred out of the capital following a controversy over walking his dog at Thyagraj Stadium.

The then Delhi’s Principal Secretary (Revenue) was accused by athletes and coaches of asking them to end training early at Thyagraj Stadium so he and his wife, Rinku Dugga, could walk their dog.

Sportspersons claimed they were forced to leave by 7 pm, even though they usually trained until around 8.30 pm, disrupting their routines.

The allegations were denied by both Khirwar and the then stadium administrator, who maintained that official training hours ended at 7 pm.

However, a video showing Khirwar and his wife walking a dog on the stadium’s athletic track went viral, triggering widespread outrage.

Following the controversy, the Ministry of Home Affairs transferred Khirwar to Ladakh as Principal Secretary, while his wife, also a 1994-batch IAS officer, was moved to Arunachal Pradesh. The Delhi Chief Minister subsequently ordered all Delhi government-run sports facilities to remain open for athletes till 10 pm.

Earlier this month, Khirwar was transferred back to Delhi as part of a major reshuffle of AGMUT-cadre officers and has been appointed the new Municipal Commissioner of Delhi. He will replace Ashwani Kumar, a 1992-batch IAS officer, who has been moved to Jammu and Kashmir.
