Delivery Network Company Driver Transparency & Protections Act
The Issue
We are submitting bills to congress in each state, since in November 2026 all markets will be adopting some legislation defining Delivery Network Company (DNC) and how they will operate. We have a 'Transparency' and 'Protection' Act we are submitting state by state.
Fixing full transparency, wrongful deactivations, and removing driver metrics would significantly improve the working conditions and livelihood of DoorDash and all app Delivery Network Company (DNC) drivers.
Here's a breakdown of what it would do:
A. Full Transparency:
Drivers can see full information about every delivery request: total payout (including tip), distance, drop-off location, and expected time. How it helps drivers:
1. Better decision-making: Drivers can choose deliveries based on true profitability instead of gambling on hidden tips or vague details.
2. Increased earnings: With clearer data, drivers avoid low-paying or high-effort orders and focus on high-value ones.
3. Fewer cancellations: Knowing full details upfront reduces the need to unassign orders later.
4. Less stress and frustration: Drivers aren’t misled or “tricked” into taking bad orders.
B. Fixing Wrongful Deactivations:
Drivers are not deactivated unfairly for false customer claims, app glitches, or algorithm errors — and there's a fair appeals process. How it helps drivers:
1. Job security: Drivers won't suddenly lose their income without cause or recourse.
2. Fairness: Protects against customer abuse (e.g., false non-delivery reports).
3. Confidence in the platform: Drivers are more loyal and motivated when they know the system has their back.
4. Reduced fear: Drivers won’t live in fear of losing access after one mistake or misunderstanding.
C. Remove Driver Metrics:
1. Remove stats on drivers; if they are defined as Independent Contractors by app platform 'Terms of Service'.
2. Allow drivers to use any and all 3rd party apps that help them get their contracted work done; if they are defined as Independent Contractors by app platform 'Terms of Service'.
3. Remove driver tiers that grant better offers to certain drivers; if they are defined as Independent Contractors by app platform 'Terms of Service'.
Combined Impact:
1. Drivers would earn more money, more consistently.
2. They’d have more control over their work and schedule.
3. Retention would improve — more drivers would stay with DoorDash longer.
4. Trust would grow between the company and drivers.
5. It would reduce burnout and turnover, making the platform more sustainable for everyone.
