For decades, Jammu and Ladakh were treated as the forgotten regions of the former state of Jammu & Kashmir. While political power and government attention mostly stayed centered on the Kashmir Valley, people in Jammu and Ladakh kept struggling with poor infrastructure, limited job opportunities, weak political representation, and cultural neglect.

Despite contributing heavily through tourism, defence support, and natural resources, these regions rarely got their fair share of development projects or budget allocation. Ladakh remained cut off for months every year with little road connectivity, while Jammu—home to major pilgrimages like Vaishno Devi—was sidelined in government planning.
