Dubai marketed itself as a global creator capital through government initiatives and international coverage, including Forbes reporting on Dubai positioning the UAE as a tax-free paradise for influencers, YouTubers and entrepreneurs.
But in 2025, everything changed. New rules now impose strict licensing, financial qualifications and tight compliance on anyone earning money from content.
Creators must now hold two licences costing up to $5,000 per year: • A business/trade licence • A media/advertiser permit
Finance, trading and crypto creators face even tougher expectations, including recognised qualifications, licensed partners and potential registration with the Securities and Commodities Authority, which may be impossible for many.
UAE immigration has also flagged 32,000+ visa violations in the first half of 2025 alone, signalling broader enforcement pressure. Residencies aren’t being cancelled yet, but creators who don’t have licences are now exposed — and many may not qualify under these stricter rules.
Dubai’s message has shifted from: “Move here and create freely,” to “Create… but only if fully licensed and compliant.”
For many who moved their entire lives to Dubai, that’s a very different deal than the one they thought they were getting.
While Dubai adds layers of regulation, is Paraguay becoming the smarter bet?
