Apple has released a new app called "Apple Invites"

"helps users create custom invitations to gather friends and family for any occasion. With Apple Invites, users can create and easily share invitations, RSVP, contribute to Shared Albums, and engage with Apple Music playlists" - apple.com

It's available now for iPhones updated to iOS 18 or later. You must have an active iCloud+ subscription to create invites. However, you do not need an iCloud subscription to accept invites.
