Member of Parliament John Brittas, leader of the CPI(M) in the Rajya Sabha, has written to the Chief Election Commissioner demanding the immediate withdrawal of a mandatory declaration introduced in the online Form 6 on the ECINET portal for new voter registration.
In his letter, Comrade John Brittas noted that the Election Commission has unlawfully required applicants to mandatorily disclose whether they or their parents or grandparents were included in the electoral roll during the last Special Intensive Revision (SIR), and to furnish legacy electoral details, without any amendment to the statutory Form 6 prescribed under the Registration of Electors Rules, 1960. He asserted that the ECI cannot alter a statutory form through administrative instructions or software changes without following the procedure laid down in law.
Comrade Brittas pointed out that the additional requirement disproportionately affects first-time voters, students, migrant workers, adopted children, orphans and others who may have no practical means of providing such legacy information, thereby creating an unlawful barrier to universal adult suffrage. He strongly urged the ECI to immediately withdraw the mandatory declaration and ensure that no application for voter registration is rejected, kept pending or treated as incomplete on account of this unauthorised requirement.
