In September 2021, the ICC authorized a formal investigation into the alleged crimes against humanity during Duterte's anti-drug campaign. The investigation proceeded despite the Philippine government's initial refusal to cooperate, citing sovereignty concerns. However, the administration of President Ferdinand Marcos Jr. later indicated compliance with international obligations, leading to Duterte's arrest upon his return to Manila.
