Here is one more answer about locked devices directly from XTEINK themselves:
As mentioned in our previous communication, XTEINK has never intended to fully lock or restrict overseas devices. In fact, we’ve continuously been investing effort into improving and upgrading our own official Flash tool and overall system experience to better support users directly. Based on our recent internal investigation, the discussion around third-party firmware mainly came from an increasing number of cases where users experienced device issues after self-flashing unofficial firmware, and then requested returns, refunds, or repair support afterward. Because of this, some recommendations were made regarding third-party firmware usage from a product support and after-sales perspective.
That said, as long as users purchase through official XTEINK channels and links, there should not be concerns regarding system restrictions or locking issues for overseas products.

With all the discussions that is going on about XTEINK locking down their devices, I just want to post that XTEINK has clarified that it's only on devices sold in China. See below:
"For all X3 and X4 Overseas Versions purchased through our official website, whether currently on sale, in transit, or already in users’ hands, we are not restricting the use of third-party firmware. We are not making changes that would affect how these existing devices are being used."
There is already another method available that makes it possible to Flash locked devices:
