• My music has reached over 20,000,000 plays across the digital landscape — including video platforms, social media, streaming services, and other online resources. A significant portion of this figure was driven by user-generated content featuring my work.

• Over 125,000 public playbacks in cultural and commercial venues across Russia and the CIS — ranging from museums and immersive theaters to restaurants and shopping malls.

• More than 200 airings on international radio stations, including both online and traditional broadcasters. Canada, the USA, Mexico, and Brazil lead the way in terms of usage.

To confirm the truth of my concept of culture and art — where culture is defined as a layer of non-genetic information that any society accumulates, and art is the highest achievement of culture — I will cite a well-established concept that has long been born and lives in the public consciousness. This is the concept of "fine arts", which is understood to include music, painting, literature, and other creative spheres. The very fact of this division implies that cultural limits can also be achieved in other areas (technical, scientific arts, etc.), which is also confirmed by such phrases as, for example, the art of war, the art of diplomacy, or the art of management.

Society has always intuitively understood this truth but has failed to build it into a coherent theoretical line. Meanwhile, the lack of a conceptual apparatus adequate to reality leads not only to the fact that ministries of culture in different countries are trying to mold something out of water with their bare hands, but even to the fact that the terms "culture" and "art" are perceived as synonyms. To be in terminological uncertainty means to be a hostage to other people's meanings. Being a hostage to other people's meanings inevitably leads to verbiage, and verbiage leads to the absence of mechanisms and tools for real management.

Culture is manageable and always takes the form of a matrix: like water flowing into a vessel, it fills a geometry that has been designed by someone and is in their hands. If you do not form the matrix, it means someone else is forming it, and you are engaged in the imitation of management. And indeed, we see how culture in Russia develops bypassing management structures.

Unfortunately, today I do not see an understanding of what has been said in the highest apparatus of state administration, and this is a sign that we also, to one degree or another, remain hostages of shadow architects who design culture and manage it.

The implementation of projects by the Ministry of Culture of Russia means precisely that it satisfies the needs of all levels of culture; it does not care about the quality of this culture. Is the institution of the family decaying in society? — We will sponsor salacious theatrical productions. Does profane language dominate? — We will shoot a movie with obscene language. Do young people listen to aggressive music? — We will insert aggressive music into the cultural agenda proportionally to the listeners' shares. We will conform to the culture—that is why we are the Ministry of Culture.

Therefore, to begin with, it is necessary to rename the Ministry of Culture into the Ministry of Cultural Development, and then hold it accountable in accordance with the new name. To bring society to a fundamentally new stage of development, it is necessary first of all to promote the penetration of arts into all layers of culture, thanks to which its overall level will gradually grow.

Today, genuine talent is systematically suppressed by academic creative institutions, leading to the degeneration of Russian art.

In my new article, from the perspective of an independent author who has built a significant creative legacy without the support of ministries and administrations, I explore this aspect in detail and highlight the entire internal mechanics of the system. I also propose nine steps necessary for cultural restoration.

Similar analytical materials are virtually nonexistent in the Russian media landscape, so this publication is intended for the widest possible audience. After all, the greater the public interest and oversight on this topic, the sooner the situation will improve.
