Forgiving someone means you don't allow their trespass to have power over you. It doesn't mean the trespasser is suddenly free from the consequences of their actions.

God chose to save us through the sacrifice of Christ instead of eradicating us in the Flood. Sure, people may need to get restrained to stop them from perpetrating evil - forgiveness doesn't exclude justice, but it has to be God's justice, not our revenge.
