Joker would cease to function as Joker if Batman were to go away. Without him, crime has no punchline. Theres been instances where The Joker winds up becoming a normal person, wife and kids even.

An anti-hero is someone who is technically a hero, or at least not a flat-out villain, but uses less heroic or morally questionable methods. The goal has to in some way be heroic. Like Punisher, he fights crime, but tends to use excessive force and is unconcerned about his body count. He fights bad guys, but doesn't fit the same mold as his heroic peers.
