Luffy has no agenda. In the OP fandom, the agenda is. 1. Anything world government related will always be weaker than the lame pirates. 2. The pirates, the Yonko specifically( Kaido, Mom, and Prime W.B) are the top of the top. No one in the verse can beat them. If Luffy claps them(as he effortless did with Kaido) then they trash Luffy by saying "naaawww it was plot armor".
