Could this be a (typical) case of Barangay officials turning blind eyes, lazy, cowardly, or playing favorites? Surely they're aware of goings-on in their areas.

It's like holding a gun but pointing downward. If I would carry and pull my gun only during a conforntation when I feel he will commit a bodily harm then shoot without warning if my family is in clear and present danger. Such scenario doesn't need a shouting nor legal threats. But a standoff with authorities? Just use diplomacy and start to deescalate.
