Let's scale Monster X/Keizer Ghidorah (SimonVerse), and why he's scaled to Low Outerverse. And I'm don't seriously hate ‪@EarlZilla777‬ for the new edit he's done it, but I respect his opinion.

Before we'll scale Keizer Ghidorah from the SimonVerse, let's talk about more of him why he was so evil, compared to Wither Ghidorah, Ice-Dorah, and Bloodorah: The reason why he's the most evil titan in the SV after The Storm King, is because his personality is inspired by Thanos (MCU) and Thragg (Invincible). Keizer Ghidorah is willing to conquer every planet and wipe out all life before arriving on Earth. The three heads, (Kai, Terry and Shen), communicated each other better compared to Ice-Dorah (EarlVerse) and Bloodorah (MikeyVerse)
Enough talk about this, let's just scale him during ancient times and in Simon: King of the Titans, shall we?

Statements: It was stated that in the ancient times, he destroyed numerous life on different planets before arriving on Earth. He comes from a different planet named LHS 3844 b to reign his own empire in space (Kind of like Thanos and Omni-Man, except more evil).
Experience: He's over 309 years old.
Abilities/Hax: Like in the comics and in Godzilla: Final Wars, Keizer Ghidorah can change his appearance to Monster X, and then change back again.
Combat/Battle IQ: Also like in Godzilla: Final Wars, Monster X is extremely skilled at martial arts.
Speed: In his Monster X form, he's slightly faster then Earl, while in his Keizer Ghidorah form, his speed is equal to Ice-Dorah (EarlVerse)
DC: Killed numerous titans and humans in ancient times while on earth before his fight against King Anu I (Simon's/My paternal grandfather in fiction)
Durability/Endurance: Got frozen by The Frost Serpent in antarctica with the help of King Anu I.
Power: Keizer Ghidorah was able to cause Thunderstorms the second he got released.
AP/BIQ: Monster X's anti-gravity beams easily one shots humans and was able to absorb any electrical power from the helicopters, and was able to figure out how to kill humanity.
IQ: The Middle head (Kai) is able to figure out that all of the on ground humans weren't dead.
Reaction Speed/BIQ: Easily dodged King Simonium's heat ray. He's also able to outsmart Simon by hitting him back with his anti-gravity beams.
IQ: Knows that he couldn't easily kill Simon compared to Anu so he flies away to fight another time.
Travel Speed/Stamina: Flies all the way to Antarctica all the way to North America in 2019.
AP/DC: Creates Category 7 Storms wherever he goes, and was able to one shot Storm with only one Anti-gravity beam during the events of 2019.
Endurance: Endured of being suffocated while being drowned especially after his left head (Shen) being ripped off at the end.
Abilities: Survived the Oxygen Destroyer, something even Simonium III couldn't survive.
Abilities/Regeneration: He can regenerated his left head after being torned off by Simonium III.
IQ: Figured an easier way to destroy Earth which was unleashing an alpha call to alert and demand the titans to obey him and eventually kill them off.
DC: Destroyed Washington D.C with Storm's help and created a massive storm with hurricanes and tornados.
DC: Easily destroyed the Red Socks Field in seconds.
Durability: Tanked Simon's heat ray and was fine and also took the military rockets to the face and wings.
DC/Durability: Destroyed more buildings as he ran through Boston and created more Category 7 storms, and even took a hart hit from Simon's hand to the face.
Strength/BIQ: Able to lift and ram Simon, and was able to prevent Simon from landing an attack.
Durability/Endurance: Tanked another Heat Ray for 16 seconds and didn't leave a mark on the chest.
Durability/Endurance: Took a tackle into a building.
Durability/Endurance: Keizer Ghidorah's right head (Terry) was being ragdolled into a building but wasn't scratched or injured.
BIQ/DC: Able to outsmart Simon again, which made him AMP himself up. As well as this, his anti-gravity beams were able to destroy multiple Airgract and gain all of the energy in Boston.
Strength: Lifted Simon all the way up through the stratosphere and managed to land a strike attack on Simon's face before picking him up.
AP: A point blank blast from all three heads completely killed Mobil in seconds.
Abilities: Drain a portion of energy from a nuke Amped Simon before the ORCA distraction.
Travel Speed/Agility: Easily catched up to the car that was supposed to be a distraction.
Durability: Tanked 2 Thermonuclear Pulses from Simon until being burned alive.

So, in short: Yes, Keizer Ghidorah can beat Bloodorah (No offence to ‪@mikeyherbert9761‬)
